1. Increase public awareness about the need to provide access to AOD services for veterans and their families, and to maintain support for a coordinated approach lead by the Department of Alcohol and Drug Programs (DADP) mission to meet veterans’ and service member’s issues.

• Coordinate with alcohol and other drug (AOD) treatment services providers at the county and community levels, through the website and publications of ADP on issues specific to need for services for veterans, service member’s and their families. Enhance outreach and communications to counties and providers for increased awareness of resources for those who have served in the military service, member’s and their families through peer-to-peer counseling and client-informed services and in the areas of employment, housing/homelessness and mental health care.
• Increase awareness within the AOD field of the Veterans Administration (VA) services and unmet needs for AOD services. Make available information to counties and providers on VA benefits, services and other activities to better inform and provide referrals for those who have served in the military seeking and/or receiving AOD services.

2. Develop a collaborative network to effectively provide information on the continuum of AOD services available with the military service and local military service organizations.

• Build administrative and direct service staff capabilities collaborating with County Alcohol and Drug Program Administrators Association of California (CADPAAC), California Association of Addiction Recovery and Resources (CAARR), California Association of Alcohol and Drug Program Executives(CADPE), Southwest Addiction Technology Transfer Center (PATTC), Substance Abuse and Mental Health Services Administration (SAMHSA), Department of Mental Health(DMH) Mental Heath Services Act and Veterans Administration to identify immediate and long term training needs.
• Develop a training plan and delivering specialize training on veteran issues including co-occurring disorders, PTSD, trauma and women’s issues.
• Outreach to deployment stations to provide AOD information to those who have served in the military and their families.

3. Develop and maintain a web site with veteran’s issues, to include a continuum of service links, social networking, and training and self help options.

4. Improve the business climate for those who have served in the military by minimizing access barriers and informing staff and stakeholders about the benefits of contracting and working with veteran-owned small businesses.

• Promote business/contract participation for veterans and service-connected disabled veterans to increase DADP contract participation.
• Support governmental efforts in the utilization of service-disabled veteran and the veteran-owned small businesses by measuring DADP performance through percentage of total contract dollars and percentage of total subcontracted dollars to these business groups.

5. Research and identify potential funding sources for AOD treatment services for those who have served in the military including state, federal and private funding sources.

• Develop a specific funding resource to assist ADP and counties to meet the emerging and unique needs of the men and women returning from war.
